Over the past few months, we have seen a variety of developments on the ground in Haiti. The Multinational Security Support (MSS) mission, authorized by a UN Security Council Resolution in October 2023, began its deployment in June of this year. Led by Kenya, the mission’s primary goal is to support the Haitian National Police (HNP) in restoring law and order. We are still waiting to see more than 400 Kenyan officers arrive, and the Haitian prime minister said that an additional 2,500 international police officers should arrive imminently, according to the last reports we read.

Despite the MSS mission’s efforts, gang activity in Port-au-Prince persists. The gangs continue to operate, although their areas of operation have shifted somewhat due to the mission’s presence. The security situation remains volatile, with gangs still exerting significant influence in parts of the capital.

While there have been some improvements in port security—the MSS mission has helped redirect gang activity away from the main port—securing critical infrastructure remains an ongoing challenge.

The UN Secretary-General’s report from June 2024 stated that the MSS mission’s mandate “remains valid and will remain necessary beyond October 2024.”1

  • That ports will be resecured to allow a steady flow of critical supplies to reach those providing humanitarian aid.
  • That the highways and other key pieces of the country’s infrastructure will quickly be restored to stability.
  • That there will be minimal fighting between the gangs and the multinational security force.
